文化藝術對於青少年而言,具有深化、拓展與轉換其生命意義的價值,許多人深切意識到藝術與創意、教育的連結,與青少年一生的發展有密切關係,協助他們成為一個優秀的溝通者、問題解決者、團體合作者、創作者與思考者。更進一步而言,文化藝術提供了其認同與身分意義的連結與依附,建立起與社會或社群的網絡,維持平等與滿足共存的經驗,強化自我主體性,許多國家已將青少年文化政策列為相當優先的地位。
因此,本研究聚焦客家文化政策,思考與探討相關政策可否強化客家青少年的文化藝術與參與、族群認同與文化傳承。從台灣青少年的普遍調查來看,客家青少年對於文化藝術的興趣需要更為強化,因此,建議政府從幾個部門來強化客家族群青少年在文化與藝術的養成,包括對於弱勢偏遠地區的藝術參與,應格外投入經費與資源進行協助;如何利用客語薪傳師來協助學校內部的客家藝術教育,可能是客家委員會與教育部需跨部討論的議題;日常生活或社區內的客家藝術接觸可能也是一個方向,近來有愈來愈多的在地客家社區活動,應該透過一些力量來鼓勵青少年參與及接觸瞭解。隨著網路科技的發達,建置跨領域文化藝術平台,也可以吸引更多青少年的對話與合作。

The problems and challenges faced by those in today’s younger generation who deal with social, economic, political, or cultural exclusion are becoming serious issues for society on both national and international levels. The purpose of youth policy is to create conditions for learning and provide opportunities and experiences that enable individuals to develop the knowledge, skills, and competencies to carry out democracy and integrate into society. In the various dimensions of youth policy, the culture and arts have an extraordinary power to deepen, broaden and transform the lives of young people, we know about the relationship between culture and creativity and educational attainment, both in terms of identity and social attachment, to establish young people’s community network, and self-subjectivity.
Therefore, this paper focuses on the relevant Hakka cultural policies to consider and explore whether they can strengthen cultural arts participation, ethnic identification, and cultural heritage for Hakka youths. Based on the general surveys of young people in Taiwan, the Hakka youths’ interests towards cultural arts should be strengthened. Therefore, we can propose to task some government departments to strengthen the cultural and arts development by the Hakka ethnic youths, such as investing extra funding and resources to help those from disadvantageous and remote areas to participate in arts. How to use Hakka salaries to hire teachers and provide Hakka arts education in schools is a cross-departmental topic that must be deliberated by the Hakka Affairs Council and the Ministry of Education. One of the directions may be contact to Hakka arts during daily life or within the community. Young people should be encouraged to participate, access, and learn more about local Hakka community events through some incentives. As the Internet technology advances, build an interdisciplinary cultural arts platform to attract more young people to dialogue and collaborate.
