由於傳統媒體忽略多元聲音和過於商業利益取向,再加上網際網路的興起與普及,因而出現「公民媒體」此一新興傳播媒介,公民成為握有媒體議程設定的權力者之一,並且亦可透過公民媒體,落實公民參與的精神。雖然公民媒體並不限於Web2.0 的運用,但藉由新傳播科技的運用,網路公民媒體讓傳播權的實踐有了新的可能,其公民參與及議程設定的效果值得探討。
本研究為初探性研究,以「PeoPo 公民新聞校園採訪中心」此一組織化的網路公民媒體為研究個案,採取深度訪談方式,探討校園記者使用此一網路公民媒體平臺與撰寫公民新聞的動機、網路公民媒體所產生的公民參與效益、網路公民媒體的議程設定過程及效果等問題。本研究的主要研究發現包括:一、傳播和非傳播學系的校園記者使用網路公民媒體平臺和撰寫公民新聞的動機有所不同;二、校園記者使用網路公民媒體有助於公民參與意識的提升,透過撰寫公民新聞可以在平臺上進行理性溝通、增加對在地議題的瞭解程度、促進自我成就感;三、在議程設定方面,校園記者選擇報導的議題偏向公益導向、軟性或以社區為主軸的新聞報導;四、在議程設定效果方面,此一網路公民媒體平臺的公民新聞有時會成為傳統媒體的消息來源之一,但對公共政策影響力則相對較為有限。

英文摘要

Traditional media tend to ignore the diversify views and over commercialized, with rise and popularize of internet, citizen media emerged as new form of media. On the one hand, public now also has the power to set the media agenda, mainstream media no longer has the power to dictate agenda. On the other hand, through citizen media, citizens can debate on public agenda, express opinion and participate on writing of citizen news in the spirit of civic participation.
This is a preliminary study, take organized internet citizen media “PeoPo Citizen Journalism Platform” as case study, with in-depth interview, to further understand why campus journalist use this platform, what motivate them to report citizen news, the civic participation caused by internet citizen media and process in which the agenda was set by internet citizen media and its effect. This study finds the following: 1. The motivation behind use of internet citizen media platform and writing of citizen news for communication major and non communication major campus journalist are different. 2. The utilization of citizen media by the campus journalist help improve civic participation awareness, rational dialogue on the platform, increase understanding of local issues and improve sense of self-fulfillment can occur through writing of citizen news. 3. The campus journalist tends to choose topics that are related to public welfare, soft lead with community at center of story when setting agenda. 4. The citizen news on internet citizen news platform sometimes become one of the sources in traditional news, but has limited effect on influencing the public policy.
