「發揮社會影響力」和「維持獲利能力」何者為先?兩者真能同時達成嗎?這是相當重要卻難以直接回答的問題。無論是非營利組織、非政府組織進行組織轉型,或者是新創的企業組織、社會企業都標榜著將「解決社會問題」設為企業的首要目標,營運模式不見得需要高度獲利。由於強調道德價值的立場,社會企業獲得許多人的支持與掌聲,但也引發不少疑慮。懷抱低獲利、回饋社會目標的社會企業,真的能在市場經濟中扎根、取得穩固的一席之地嗎?
為了解決行動不便者「行」的權利,許佐夫先生於2009 年成立台灣第一家提供無障礙接送的民營公司多扶事業股份有限公司,將專業服務帶入由傳統租車業者所主宰的無障礙接送服務,以透明化的價格、不限定乘客資格、專業親切的服務,以及高度的接送彈性,快速地建立穩固、忠實的客群。經營多年下來,在公司服務雖頗受好評卻仍長期虧損的情況下,許佐夫如何面對公司內、外部的質疑,在公司資源有限的情況下,帶領公司由「無障礙接送」轉型到「無障礙旅遊」?企業發展至今雖有不少問題仍待克服,但所發揮的「社會影響力」卻值得許多有志於社會企業的創業者學習。

“Exerting social influence” or “Maintaining profitability” which should go first? Can these two goals be achieved at the same time? This is a very important but difficult question to answer directly. Regardless of an NPO or NGO’s organizational transformation, or a newly-created corporate organization, social enterprises often flaunt “solving social problems” as the primary goal of managing business. Pursuing high profit might not be necessarily set as priority in business operation. However, due to the emphasis on moral values, such social enterprises have received the support and applause of many people. But, on the other hand, they have also incurred many doubts. Can a social enterprise with low profitability but embracing the goal of social feedback really take root with strong economic growth and gain a solid place in the market?
In order to secure the rights of people with disable mobility, Mr. Jeff Hsu established the first private company (Duofu Care and Services) in Taiwan in 2009 to provide accessible transfer service. With notable professional skills, he has transformed such a service that was dominated by traditional car rental operators. His company promptly builds up a solid and loyal customer base out of several distinguished factors such as, transparent pricing, unlimited qualifications to passengers, professional and friendly service, and high level of flexibility. Through years of operation, the company’s services do gain lay public’s recognition and good reputation but it still suffers long-term losses. Thus, how does Jeff Hsu face the internal and external doubts and challenges of the company? And with their limited resources, how can he make transition from “accessible transfer” to “accessible tourism”? Although there are still many problems to be overcome in the development of the enterprise, the “social influence” it exerts is worth learning for many entrepreneurs who are interested in social enterprises.
