本研究採用建制民族誌作為探究方法,透過實務工作者的眼光進行書寫,呈現台灣現行的非營利組織,必須透過寫計畫書、簽訂契約、定期提交成果報告來向政府(統治關係中的統治者)申請,以確保機構經費補助的穩定與持續的生態,與其中存在的矛盾。這樣的過程,透過不同回報機制、評鑑制度與表格嵌入在實務工作現場中,組織著實務工作者的想法與行為,以及與服務接受者之關係,而專業論述與日常生活經驗之間的斷裂毫無保留地彰顯出來。 | |
英文摘要 |
The article adopted Institutional Ethnography as inquiry method, which is based on practitioner’s point of view trying to depict the ruling relations between NPOs and the government in Taiwan. NPOs need to propose projects, sign contracts and report results regularly to ensure the funding and this article tries to expose the paradoxes and contradictions within. In this process, through different reporting mechanisms, evaluation designs and charts embedded in frontline practice site, practitioners’ thoughts, behaviors and relationships with clients are organized in the way that manifests the rupture between professional discourse and everyday life experience. | |
