積極的公民對於民主政治運作是一項很重要的元素,透過參與,公民和國家社會之間建立起緊密和信任關係。至於促進公民參與的原因諸多,本文以「公民意識」做為討論的基礎,藉由電話訪問調查資料來檢視公民意識及政治參與之間的關係。根據跨時的資料統計,國內民眾具有一定程度的公民意識,且呈現穩定趨勢。再者,在政治參與測量上主要區分為「選舉參與」和「意見表達」兩個面向,根據複迴歸分析結果,本文初步發現,公民意識對於選舉參與並無顯著解釋力,公民意識高低在選舉參與情形上並無差異;然而,公民意識確實影響個人透過不同管道反映意見的情形,愈高的公民意識,愈有較高的可能性使用更多元的管道來表達意見。據此,本文初步指出探討公民意識的情形,提供檢視一國公民與國家之間關係的重要面向。 | |

Active citizens play an important role in a democracy. It is through political participation that a citizen builds up his/her connection with the state. A lot of elements enable a person to participate in politics. This paper looks into how the concept of “civic consciousness” plays a role in political participation by examining a national-wide telephone interview survey. Based on a longitudinal statistics, Taiwanese people display a stable and certain degree of civic consciousness. The paper further divided the concept of political participation into two elements: electoral participation and opinion expression. The findings show that there is no difference on electoral participation whether a person’s civic consciousness is high or low. However, a person with higher civic consciousness is more likely to express their opinions more. This paper argues that the concept of civic consciousness enables us to examine the relationship between the citizen and the state. | |
