由於傳統媒體忽略多元聲音和過於商業利益取向，再加上網際網路的興起與普及，因而出現「公民媒體」此一新興傳播媒介，公民成為握有媒體議程設定的權力者之一，並且亦可透過公民媒體，落實公民參與的精神。雖然公民媒體並不限於Web2.0 的運用，但藉由新傳播科技的運用，網路公民媒體讓傳播權的實踐有了新的可能，其公民參與及議程設定的效果值得探討。 | |

Traditional media tend to ignore the diversify views and over commercialized, with rise and popularize of internet, citizen media emerged as new form of media. On the one hand, public now also has the power to set the media agenda, mainstream media no longer has the power to dictate agenda. On the other hand, through citizen media, citizens can debate on public agenda, express opinion and participate on writing of citizen news in the spirit of civic participation. | |
