「社會資本」（social capital）是近年來在學術與實務領域中新興的重要議題。十幾年來，在實務發展上，無論是低度開發國家的滅貧計畫、開發中國家的經濟發展，到先進民主國家的政治改革，處處都可發現社會資本的身影；而在學術領域中，無論社會學、經濟學、行政學或政治學，「社會資本」不斷地以不同的角度與途徑，拓展其實質影響範疇。其以「信任」、「網絡」與「價值」等概念所建構的實質內涵，究竟對當前國家社會發展具有何種詮釋意義？產生什麼重要啟示？在我們的生活中扮演何種主導角色？本研究除了針對社會資本的發展與政策意涵，提出相關的歷史脈絡的梳理，同時，並針對台灣社會資本變化的現況與趨勢，提出相關因應的思考與行動架構。 | |
| 英文摘要 |
The concept of "social capital," based on Putnam's definition, consists of a couple of components, such as "trust," "network," and "norm." How can we explain the development of state and society by the concept of social capital? How important this concept in use in daily life and in the process of policy making? For answering these questions, this paper intends to propose a historical framework, which can be measured as a trend of change of social capital. And a policy action plan is also provided. | |
