如何促進公部門與私部門形成夥伴關係,積極合作參與公共事物發揮協作效益,乃近年來管理學術界非常重視的研究議題。本研究聚焦於「公私部門夥伴關係之特質與研究架構的建構」, 透過公私部門夥伴關係文獻之回顧、探討、歸納與整理,發展出公私部門夥伴關係之整合型研究架構。基於理論的邏輯推導,本研究主要的主軸論述有二:一、本研究首先說明公私部門夥伴關係的「基本概念」、「特質」及其所衍生之「社會性困境」;其次,為了消弭公私部門不合作的行為,本研究深入探討解決這種社會困境的「治理機制」,同時也反思從「理論觀點」設計可行的治理機制。二、建構「基本概念」、「特質」、「社會性困境」、「治理機制」與「理論觀點」等五個理論構念之間的邏輯關係,進而發展出「公私部門夥伴關係之整合型研究架構。」最後,本研究依據此整合型研究架構,提出公私部門夥伴關係後續的研究方向。

英文摘要

How to promote the formation of partnership between the public and the private sectors to actively participate in public affairs, as well as how to work together to produce the best possible results are the research questions worth indepth exploration by academia. This paper focuses on the research question, “What is the attributes of the research framework of Public-Private Partnerships (PPPs)?” Through reviewing, exploring, inducting, and summarizing the literature of PPPs, this research developed an integrated research framework of PPPs. Based on the theory of logical reasoning; this paper had two major findings: first, this study elaborated the “basic concept,” “attributes,” and “social dilemma” derived from public-private partnership. Moreover, to eliminate uncooperative behavior between the public and private sectors, researchers not only proposed the “governance mechanism” to cope with this social dilemma, but also reflected the “theoretical perspectives” behind it. Secondly, the logic relationship among the five theories, “basic concept,” “attributes,” “social dilemma,” “governance mechanism and “theoretical perspectives” was constructed to further develop the integrated framework of “PPPs.” Based on this integrated research framework, finally, the follow-up research directions of PPPs were proposed.
