在風險社會中，災難具有高度複雜性與不確定性，建構一個具備治理能量的災害防救整合機制乃是各級政府重要的治理課題。最近十多年來，臺灣曾先後歷經921 大地震、納莉風災、八八水災等嚴酷考驗，雖已付出慘痛的代價，卻也因而逐步健全災害防救治理體系；尤其，中央主管機關援引網絡治理與協力夥伴的嶄新運作模式，賦予地方政府及志願性團體更多的參與權責，對提升基層災害防救能力有頗多正面影響。然而，如何增進相關行動者具備災害防救的合作意識及治理能力？筆者認為，串連各組織行為者建構協力網絡，並藉由培力過程賦予網絡治理能力，應是最重要的關鍵策略。 | |

The disasters in risk society are high complexity and uncertainty. There had been many challenges of the 921 Earthquake, Mali Typhoon and the 88 Flood in last decade, caused many hazards, also changed the institutions of disaster prevention and protection in Taiwan. How to construct an integrated system and mechanisms of disaster prevention and protection are critical policy issues for the central and local governments. Collaboration and empowerment are undoubtedly important strategies. | |
